As specified on the USCIS website, you can apply for political asylum (and for any other legally accepted grounds for receiving asylum such as your religion or sex) in the US even if you’re under 18 years of age. Note that you don’t necessarily have to be accompanied by your parents, guardian, or an adult when you apply for asylum.
USCIS does say that you have to legally enter the US territory to apply for asylum as underage child (meaning, you’re not in the proceedings for removal). But there’s a stipulation that if you don’t have a parent or legal guardian, you still are allowed to apply for asylum when you’re 18 years of age or younger.
